Many road tunnels have a toll. No sales tax is charged on tolls (or perhaps where relevant the tax is included in the stated charge).
Baltimore, Maryland
The Baltimore Harbour road tunnel is an underwater sunken tube.
Boston, Massachusetts
The Callaghan and Sumner road tunnels connect the area around Logan International Airport to the centre of the city. The Callaghan Tunnel is free; there is a toll for the Sumner Tunnel. In addition, the recently completed "Big Dig", a huge civil engineering project, replaces and extends an elevated highway which previously ran through the centre of the city.

Connaught Tunnel
Carries the Canadian Pacific Railway through the northern Selkirk Mountains under Rogers Pass between Revelstoke and Golden in Glacier National Park, British Columbia.
Delaware Aqueduct
Carries water from the Delaware River Basin to New York City. Includes the longest continuous tunnel in the world. The tunnel runs for eighty-five miles from Rondout Reservoir in the Catskill Mountains to Hill View Reservoir at the northern edge of New York City. The tunnel varies between thirteen and twenty feet in diameter and its maximum depth below ground is 2500 feet. Other tunnels in the system connect from various other reservoirs and to the city water supply. The system carries about 800 million gallons of water per day.
Detroit, Michigan
Connected to Windsor, Ontario, by a toll road tunnel.
Eisenhower Memorial Tunnel, Colorado
Carries I-70 through the Colorado Rockies about 65 miles west of Denver, thus by-passing the Loveland Pass (11,992 feet) which is still traversed by US6. The tunnel is at an altitude of 11,112 feet and was the world's highest road tunnel at the time of its construction. It is about 9000 feet long.
Los Angeles Aqueduct
Carries water 340 miles from Owens Valley to Los Angeles. Includes tunnels through the Tehachapi Mountains, I believe.
New York City, New York State
There are a number of road, railway and subway tunnels under the rivers, connecting the various parts of the city. Each exceeds one mile in length. The road tunnels include the Holland Tunnel and Lincoln Tunnel under the Hudson river, the Queens-Midtown Tunnel under the East River and the Brooklyn-Battery Tunnel under New York Bay.
Orwigsburg Water Tunnel
This tunnel, built in 1821 near Auburn, Pennsylvania, at 450 feet long was the first tunnel of any significance constructed in the USA.
San Francisco - Oakland Bay Bridge, San Francisco Bay, California
This structure includes a tunnel through Yerba Buena Island which is the largest bore tunnel in the world with a width of 76 feet, a height of 56 feet (or 58 feet, sources vary) and a length of 1700 feet (or 500 feet - sources vary). More information about the bridge
