The "Left Turn Signal" plate indicates a traffic light which specifically controls left turns.
This presence of this plate indicates that the other traffic lights should be ignored if you are turning left. In particular, if the left turn traffic light is red and another traffic light (for traffic going straight on or turning right) is green then you cannot turn left.
This plate also usually implies that left turns are protected, in other words that traffic in the opposing direction and pedestrians on relevant crosswalks are stopped when the left turn signal is green. However, it would be unwise to assume that this is always the case.
